To apply as a skilled worker in Quebec, you must satisfy some confitions.
The Province of Quebec has a special agreement with the federal government to select immigrants who are destined to that province. They have specific rules and these rules are also changed based on Quebec’s requirements for skilled workers, trades and investors.
Quebec has different rules in almost all the immigration programs. The most popular program is the Quebec Skilled Worker Program. In many instances, you may qualify even if you do not have any proficiency in the french language.
You must apply in two stages.
First: You must apply to the Quebec government for a certificate of selection (Certificat de sélection du Québec - “CSQ”). This document proves that Quebec has accepted you as an immigrant. Quebec will assess you using its own rules.
Second: Once Quebec chooses you (you have the CSQ), you must then apply to Citizenship and Immigration Canada (CIC) for permanent residence.
As part of the process, you will need to have the usual medical exam and get a police check (certificate). All immigrants must have these checks, no matter where they plan to live in Canada.
